Would getting a cap with damper help with my very old stone fireplace with a rusted out damper? The draw up is not good and smoke rolls back into the room.

Chimney flue is too large for the opening. 3. Chimney is too short. 4. Obstruction near the chimney is interfering with drafting. 5. Prevailing wind is overpowering natural draft.
