What fixes it to the chimney? Just the adhesive that comes with it? Is it that strong to withstand high winds? Also, I see the drop cable attaches to the firebox. Can it be attached to a steel heatalator insert fireplace? Or does it have to be mounted on

Believe it or not, yes. The Lock-Top dampers attach to the top of your flue with silicone adhesive. Applied to a clean, dry surface the silicone will do the job to keep your damper in place. Use with your Heatalator all depends on your insert. Many of our wood burning inserts have multiple baffles that would make running the control cable for this unit difficult. If there's a clear path through the top of your insert for this cable to pass through, then this damper should work just fine.
